How did we create the "historical" data for Bournemouth, Christchurch and Poole?

Bournemouth, Christchurch and Poole Council was created on 1 April 2019. Both the ChAT and the benchmarking tool report data for 2018-19 and earlier when this LA is selected – where did this data come from?

This was a manual exercise, as DfE does not have the ability to split Christchurch data from its previous LA.

The benchmarking tool was updated to show a combined figure for all numbers, rates, averages, and percentages for Bournemouth (837) and Poole (836). The combined data was subsequently added to the ChAT. Both the benchmarking tool and ChAT was updated to allow full functionality with the new combined local authority for Bournemouth, Christchurch and Poole.

Where available, numbers for Bournemouth and Poole were added together, or the average of the two rates/averages/percentages for Bournemouth and Poole was calculated. If either LA had a suppressed number/rate/average/percentage then the combined figure was also suppressed. It was not possible to extract Christchurch’s data from the Dorset totals, therefore Christchurch could not be combined using published data.

The Department of Education uses a combination of methods for publishing data, therefore there is no consistency between indicators for rounded/unrounded totals. For example, main tables are published with rounded figures whereas underlying data is published with unrounded figures. Due to inconsistent publications year-on-year, it is not possible to identify exactly which indicators are from rounded totals.
